We already operate one system that coordinates millions of independent actors in real time.
We call it traffic.
Traffic works because it is not just vehicles.
It is infrastructure, signaling, shared understanding, and rules.
If we are building a cognitive super highway, what corresponds to:
- the vehicle of understanding?
- the participants?
- the signals of intention?
- the structure of interaction?
- the hazards and failure modes?
- the assignment of responsibility?
More intelligence does not resolve this.
Without shared infrastructure, interpretation diverges.
A world where reasoning does not reset between interactions.
Where decisions carry their context.
Where understanding can continue.
This requires a new layer:
infrastructure for meaning, continuity, and coordination.
The Cognitive Super Highway is a name for this transition.
